MINUTES OF A MEETING OF THE TOWN OF COLUMBUS,

 

COLUMBUS, MONTANA HELD JUNE 1, 2009 AT 7:30 P.M.

 The meeting was called to order with the Pledge with Mayor Woltermann presiding. Council persons present were Gary Anderson, Terry Nystul, Paul Edwards and Harold Houghton. Sundberg and Brown were absent. Officers present were Fire Chief Cowger, Chief Pronovost, DPW Holten, Attorney Howard and Clerk Barndt.

The Mayor asked Council if they had reviewed the minutes of the 5/18/09 meeting and were there any additions, deletions or corrections? Nystul moved to approve the minutes as written, seconded by Houghton, roll call; all-yes.

The Mayor asked for approval of the claims. Houghton moved to approve the claims, seconded by Nystul, roll call; all-yes.

PETITIONS AND COMMUNICATIONS

Jamie Spainhower, Stillwater Coalition, made a presentation to Council regarding the continuation of the After School Program through the summer. She stated that it would be two days a week for about two hours each time. She had had a pretty good turnout of children and they had asked if she would continue it through the summer. Council was supportive of the activity for youth.

The next item was a petition to abandon portions of an alley. The Mayor stated that since it did not have the required 48 hours posting time, it would be placed on the next agenda. Edwards gave a brief description of the area. The Clerk had prepared a memo of the past discussion and Council action taken nearly ten years ago.

Attorney Howard stated that MCA says that Council may abandon an alley. If 50% of adjacent property owners agree, four of six Council must confirm. It also requires a Public Hearing. The Mayor asked DPW Holten to investigate the area to see what services are there. Dennis said that he would do a one-call locate there.

Reports of Officers

Rich asked for approval of Dan Palmer as a new Fire Department member. Houghton moved to approve the request, seconded by Nystul, roll call; all-yes.

There were no questions for Bill.

Dennis advised Council of a preconstruction meeting on Tuesday at 11:00 a.m.

There were no questions for Doug.

Ron reported that he would be attending an ARRA Seminar in Billings sponsored by Dorsey-Whitney, LLC and DA Davidson.

Unfinished Business

The first item was a review of a Subdivision Regulation Ordinance Amendment amending the 2006 Town/County Subdivision Regulations.

Attorney Howard started to explain the paperwork when it was discovered that the Clerk had made copies of the ordinance but not the supporting documents. The Mayor asked it to be placed on the next agenda for 1st reading. Doug stated that this would need a Public Hearing and would be published on June 11 and 18, 2009 with a Public Hearing on July 6, 2009 and it would become effective 30 days after. DPW Holten stated that most of the changes were because of the Legislature.

There were no comments.

The meeting was adjourned at 8:00 p.m.
